Well, maybe if you weren't such a big star in the first place, your pictures would already be smaller :) Just kidding, it's easy to just use Paint. Here's how:
1.) Open Paint by going to Start -> Programs -> Accessories -> Paint (or you can press Windows+R and type MSPAINT) 2.) Use the file menu to open the picture you want to edit. 3.) Go to Image (on the top bars, a few down from File) -> Stretch/Skew (or you can just press CTRL+W) 4.) In the "Stretch" area, change the horizontal and vertical percentages. (make sure they're the same % though, or it will look funny) 5.) Click "OK". 6.) Be sure to use "Save As", otherwise you'll lose the original file.
That works for one or two, but it's a hassle to do for say twenty. Let me know if you need help with more?

I usually just do it in photoshop. You probably don't have that though. Good thing Andy knows how to do it without photoshop!
